The Centre for Social Assistance “LUNa”, a Forum member organisation, published a research by SPID.CENTRE outlining that medical institutions and medical units of the penitentiary system lack funding. According to data from the official website of the Russian Federal Penal Correction Service, in 2013 the state allocated about 2 billion roubles (around 27 million euros) for medicine supply to penal institutions, although the need was about 6 billions (80 million euros). There are no publicly available data for the following years. But, taking into account the previous dynamics and the state of the economy, it is possible to say with a high degree of confidence that the problem has not been solved.
