Temur Kobalia, Head of the Human Rights Council of Volgograd and the “NGO-TV” Organisation, held a protest with a demand to lift the ban on traveling abroad. The administrative commission of the Central District of Volgograd fined him for using the city coat of arms in the logo of the Human Rights Council, and then the bailiffs announced Kobalia’s household indebtness on rent and limited his travel abroad.
‘I paid the fine but – according to my information – a certain amount was needed to block the exit, so I was charged with household debts. I have no debts, I brought all the receipts to the bailiffs,’ Temur Kobalia said.
