- Sub-grant Programme
A sub-grant programme has been established in order to help the Forum's members getting involved in specific projects and campaigns and allow the Working Groups (WG) to implement common projects of CSF-members. The aim is to stimulate a flexible response mechanism to take into account to the most acute needs of the Forum's members and maintain and increase exchange of information. Moreover, the goal is also to promote networking and on-going cooperation as well as policy dialogue between EU and Russia CSOs related to topics of common interest in order to facilitate regular active involvement of the Forum's members in project activities.
- Internal Relations and Strategy
The CSF is institutionally strengthened and has developed a mid- and long term strategy to better support its members and represent their needs and interests. Thanks to revised working structures and improved internal communication, participation and interaction tools, the CSF is more programmatically balanced in its commitment to issues that are relevant in either the EU or Russia or both.
The objective is to achieve stronger strategic positioning of CSF in the context of EU-Russia relations and the role of civil society therein. The strategic plan will define clear goals and priorities which will help to better focus the work of CSF and therefore make the Forum more effective. Thanks to the participatory manner of the strategic planning process, the sense of ownership among members will also be strengthened. The complementary internal development process will improve transparency of the CSF governance and accountability of governing bodies. The strategic plan will also aim to ensure a proper balance in CSF activities in representing the needs and views of Russian and EU civil society. The WG coordination mechanism will be a strong contribution towards achieving of this balance.

- External Relations / Policy Dialogue
The CSF effectively engages in dialogue with public authorities in EU and Russia on a variety of civil society and public interest issues through strategically developed policy work and emerges as a provider of expertise on EU-Russia relations.
The achievement of this result will lead towards the availability of a representative voice of independent civil society in the EU and in Russia on issues of public interest, and the presentation of these messages to public authorities. Active engagement in policy activities will help CSF to achieve a greater visibility as well as a greater impact. At the same time, the engagement of CSF in policy activities represents an adequate 'added value' of CSF existence, since there is currently not any other comparable body in place which can actively engage in the field of policy work with specific focus on EU-Russia relations.

The CSF effectively reaches out to non-state actors beyond its own members inboth EU and Russia for networking and cooperation, publicly promotes its goals, work and values, becomes more visible as an international civil society actor with a unique role, and recruits new members.
This result is intended to increase outreach and influence of the CSF by broadening its audience and scope of collaborators. An increased membership will lead towards a strenghtened mandate and impact of CSF, in particular when new members come from sectors and countries where the Forum is currently not or hardly represented. A greater visibility of CSF among a variety of audiences is crucial for a better positioning and sucessful advocacy and policy work. Stronger visibility also supports the recruitment process of new members.
